The political life of society and social relations within it are influenced
by many factors, including public opinion, which plays an important and sometimes
decisive role. There are many ways and forms of public influence on government
structures: from the usual verbal approval or condemnation of their activities, to direct,
targeted pressure on them, which can lead to significant changes in the ruling class. The
importance of public opinion, as such that should be listened to, arose in the XII-XIII
centuries. But only at the end of the XVII century it began to play an important role in
politics. Since then, the study and analysis of public opinion has been one of the key
components of the political and administrative life of civilized society. Public opinion is
a powerful tool that can influence the strategy and decisions of the state apparatus,
change the political situation in the country and be a kind of "political court" for
statesmen.In addition, the manipulation of public opinion can ensure the legitimacy of
political decisions both within the country and abroad. Thus, it can serve as an effective
tool for analysing the situation in society and for manipulation.
The need for effective public opinion research requires solving many problems
related to the collection and analysis of information. The main methods of gathering
information are surveys of people, both in person and through various
telecommunications methods (telephone, Internet, etc.). Modern methods of collecting
analytical information, classification and processing of this information will provide a
better understanding of society, current and long-term issues that concern it.
Reforming of the decentralization in Ukraine is a set of changes that provides for
the transfer to communities of the right to manage the budget at the local level, which is
a step towards bringing public opinion closer to the funds raised in this territorial unit.
The formation of the prioritization of budget expenditures based on public opinion will
allow the most efficient way to use the budget of the country or a smaller territorial unit.
